Public Forum Debate Step 1:
Public Forum Debate Description Let’s
start by getting a basic understanding of Public Forum debate. What
is Public Forum Debate? Public
Forum debate involves --two
teams of two people --one team, the pro, supports a topic (the resolution) on a
current events issue. --the
other team, the con, rejects the pro case What
Topic are they debating? See
the tournament invitation. Some tournaments use the HS National Public Forum

the beginning of the debate . . . At
Seattle U, the ballot states which side teams are on. At many other tournaments, the teams flip a coin
to decide who goes first and who will be pro and who will be con. In
Public Forum debate, the con team may go first or the pro team may go
first—it depends on the result of the coin toss. What
are the times for the debates? ·
Team A:
First Speaker: Constructive Speech 4 minutes ·
Team B:
First Speaker: Constructive Speech 4 minutes ·
Crossfire
(between first speakers) 3 minutes ·
Team A:
Second Speaker: Rebuttal 4 minutes ·
Team B:
Second Speaker: Rebuttal 4 minutes ·
Crossfire
(between second speakers) 3 minutes ·
Team A:
First Speaker: Summary 2 minute ·
Team B:
First Speaker: Summary 2 minute ·
Grand
Crossfire (All speakers) 3 minutes ·
Team A:
Second Speaker: Final Focus/Last Shot 2 minute ·

Between
speeches, 3 to 6 minutes of preparation time (for the whole debate) for each
team. Judges
usually give hand signals or out loud signals to indicate how much time
